The purpose of drip edge flashing is to make a water tight junction between the roofing and the gutter. Without drip edge, the exposed portions of unprotected roof decking, fascia or rafter tails are vulnerable to damage.
Drip edge flashing is not required by Oregon code, although it's almost always recommended by the roofing manufacturers. In court, recommended is tantamount to required if damage occurs.
Both ARMA (Asphalt Roof Manufacturer's Association) and NRCA (National Roofing Contractors Association) recommend the installation of drip edge flashing.
The preferred installation of drip edge is directly to the roof deck and under the felt (underlayment). If it's over the felt and if the roof leaks, the decking again becomes vulnerable to damage. Installing it over the felt is in direct contravention with manufacturer's installation instructions and the recommendations of the ARMA & NRCA.
